Club Rules and ConstitutionClub Competition Rules1 Entry - Competitions are open to paid up members of the club only. Players must ensure that they are able to play on all fixed dates prior to entry. Withdrawal in any but the very first round to be played without a reason acceptable to the Competitions Committee will result in a review of that players entry in the subsequent year.2 Fees - Competition fees shall be as determined by the Competitions Committee and shall be paid to the Competitions Committee prior to the date of the competition draw. This draw shall be posted on the club notice board. 3 Rules of the game - All games shall be played in accordance with the rules of the game established by the B.E and B.W. 4 Duration - Singles shall be completed upon one player achieving a score of 21 shots, pairs, rinks and Ladies 2-woods shall be 21 ends and triples shall be 18 ends. Trial ends may be played if mutually agreed. 5 Set dates - All rounds of all competitions shall be played on or before set dates, any match not played by the set date shall result in the elimination of both entrants. The following exceptions only will be allowed: a) When one entrant has made every effort to fulfil the fixture and the opponent has not made similar effort. b) When in the opinion of the Competition Committee circumstances warrant an exception. 6 Competitions committee – Competitions Secretary plus Ladies and Men’s Captains. 7 Disputes – In the event of any dispute, the decision of the Competitions Committee shall be final. 8 Dress – Greys will be worn for all preliminary rounds but Whites will be worn for the Finals. Club Constitution(Last amended January 2012)1 Name Office Object The Club shall be called Wanborough Bowls Club and its Registered Office shall be Hooper’s Field Pavilion, Wanborough; but all correspondence will be to the Secretary’s home address. The object of the Club is to provide its members with the facilities of playing the game of Bowls. The club will seek to work with Wanborough Parish Council and other bodies to promote, develop and implement policies that aid participation in Bowls. There shall be no restriction of membership on the grounds of gender, ability/disability, age, race, sexual orientation and political or religious belief. The Club will aim to organise its management and control so as to allow members the opportunity to influence Committee decisions. The Club Committee will operate so as to give all eligible members the chance for election. The Committee will offer equal representation to male and female members to give a balanced approach to Club decisions. 2 Admission of Members A candidate for membership shall be nominated by any one member for 12 months membership. Notice of such nomination, which shall include name and address of the candidate must be ratified by the committee before election. A roll of membership shall be held at the Office. 3 Membership and Subscription. a) The subscription for members shall be determined by the management committee of the Club at the annual general meeting, in liaison with the members. b) All subscriptions to be payable by the lst April each year. c) Membership will be allowed for juniors, under 18 years, but under the age of 12 years they must be accompanied by an adult when playing. d) Social membership will be accepted. A social member will be entitled to roll-up on the club green, subject to paying the appropriate green fee. Social Members are not accorded full voting rights. 4 Cessation of Membership Membership will cease where the Management shall by resolution decide that a members conduct, by breach of rule or otherwise, has rendered themselves unfit for membership. 5 Visitors Visitors will be welcomed to play on the green to a maximum of 3 times on the payment of the appropriate green fee after which social or full playing membership is required. 6 Other Societies Societies and other organisations wishing to use the green for any game of Bowls must apply to the Management Secretary in writing. Applicable green fees to be paid by arrangement. 7 Times of Opening The Club will be opened and closed at times determined by the Management within the limits of the contract with the Parish Council. Unless otherwise amended the start time will be: 2:00pm each day. Club members may use the green earlier than 2:00pm in liaison with the Club Committee. 8 Administration a) The Management of the Club will be conducted by a committee comprising of the following: Chairman, Treasurer, Secretary, Representatives to other bodies, Fixture Secretary, Social Secretary, Club Captains, Child Protection Officer, Health and Safety Officer and up to four committee members. b) Officers and Committee will serve for one year standing for re-election at each AGM; a notice will be displayed four weeks prior to the AGM inviting nominations. c) The committee will meet as necessary during the close season and monthly during the playing season, meetings being called by the Club Secretary. d) Seven members of the Committee are required to form a quorum, but must include one trustee. e) Minutes of all meetings to be recorded and issued. f) A separate sub-committee will be formed for the Ladies section. 9 Trustees Three Trustees comprising of the Chairman, Secretary and one other committee member are appointed to represent the Club in all matters in liaison with the Parish Council. The Trustees must reside in the Parish of Wanborough. 10 General Meeting a) The date of the annual general meeting will be arranged by fourteen days notice, to be given to all members complete with agenda. b) The financial year will end on the last day of September and the annual general meeting will be held within six weeks after the end of the financial year. c) An extraordinary general meeting may be convened by the Management under rule 9a. d) A special meeting may be convened at any time upon receipt in writing, signed by no less than ten members setting forth the reason for the request. 11 Alteration to the Rules The rules may be amended by a majority of members present at the annual general meeting, or extraordinary general meeting convened for that purpose, and notice of any amendment shall be given to the Secretary at least 21 days prior to the meeting. However any amendment must have final approval by the Management Committee before ratification. 12 Competitions All eligible members may enter competitions by reference to the Club notice boards, and must adhere to the rules laid down; failure to do so will result in elimination from the competition. 13 Dress on the green This will be generally as laid down by B.E. rules. Correct footwear must be worn at all times, by members and visitors. For all League, Friendly and External matches the correct approved dress code must be adhered to as laid down by the club for the Mens and Ladies sections. 14 Equipment a) All equipment must be returned at the end of play. b) No equipment, furniture or fittings which the Club is responsible for may be removed from the Club without permission of a Trustee. c) All Trophies remain the property of the Club and should be returned by Finals Day each year. d) An Auditor will be elected at each annual general meeting; that person(s) may be two members of the Committee, but not Officers. 15 Health & Safety The Health and safety of all members and all other persons who use the club premises is a major concern for the club. The Management recognises that achieving and maintaining high standards of safety requires that the club’s management, members, visitors and contractors are aware of and discharge their respective responsibilities. The Health & Safety at Work Act 1974 requires all members, including contractors working on the club premises, to conduct themselves in a manner in which they pose no risk to their own or any other persons health and safety. 16 Dissolution a) A decision to wind up the Club shall require a majority of two thirds of the voting members present and voting at the AGM or Special Meeting convened for that purpose. b) In the event of the liquidation of Wanborough Bowls Club the funds and assets of the Club remaining after the payment and satisfaction of its debts and liabilities shall be transferred or distributed as decided by the members present at the meeting. |
